Addressing Unlicensed Driving Among Foreign Students in Visakhapatnam: A Call for Awareness and Compliance

While these students contribute to the city's cultural diversity and academic environment, recent reports have highlighted a concerning issue: many foreign students are operating vehicles without valid driving licenses, and some vehicles lack proper documentation. This situation poses safety risks and legal challenges that necessitate immediate attention.


The Issue at Hand

According to a report by The Hindu, law enforcement agencies in Visakhapatnam have observed a rising trend of foreign students driving without valid licenses. Additionally, several vehicles used by these students do not possess the necessary documentation, such as registration papers and insurance. This lack of compliance not only violates traffic regulations but also endangers the safety of all road users.

Legal Requirements for Foreign Drivers

In India, foreign nationals are permitted to drive if they hold a valid International Driving Permit (IDP) accompanied by a valid driving license from their home country. Alternatively, they can obtain an Indian driving license by undergoing the standard application process, which includes passing the requisite driving tests. Vehicles must also be registered with the Regional Transport Office (RTO) and have up-to-date insurance coverage.

Challenges Faced by Foreign Students

Several factors contribute to the prevalence of unlicensed driving among foreign students:

  1. Lack of Awareness: Many students are unaware of India's driving regulations and the necessity of holding a valid license and proper vehicle documentation.

  2. Procedural Hurdles: The process of obtaining an Indian driving license can be perceived as cumbersome, leading some students to bypass legal requirements.
