Vizag City police issue guidelines to organisers of New Year's celebrations
New Year's celebrations are set to take place on a large scale in the city this year. The Vizag city police have issued guidelines to the organisers of New Year celebrations on the intervening nights of December 31st and January 1st that should be strictly followed. According to Ch Srikanth, the City Police Commissioner, any violation of the guidelines will result in severe punishment.
The guidelines are as follows:
Hotels, club and pub management, and event organisers who plan to hold celebrations until 1:00 a.m. should apply for police permission in advance.
CCTV cameras with recording facilities should be installed at all the entry and exit points, along with the parking areas of the establishment or venue where the celebrations will take place. Security guards for traffic management and security or access to the establishment or place where the event is happening should be arranged by the organisers and the concerned management.
Obscenity and nudity in any form are strictly prohibited. The organisers must ensure that the gestures, words, dance performances, and apparel are decent.
The sound levels should not exceed 45 decibels, and no firearms are allowed at the event venue.
Entry passes, tickets, or coupons should not be issued in excess of the capacity, and special parking arrangements must be made by the organisers and management. No obstruction to the free flow of traffic is allowed.
Minors should not be allowed in programs organised for couples in hotels, pubs, and bars.
Liquor should not be served beyond the hours permitted by the Excise Department.
No individual should be allowed to use drugs, narcotics, or psychotropic substances in any form, and if the management and organisers fail to prevent these, it would lead to culpability, and strict action will be taken as per law against such management and organizers.
The management of the pubs, bars, and hotels that are conducting the celebrations must take responsibility for providing drivers or cabs to the customers in a drunken state and ensuring that they reach their destinations safely.
Instructions of the district fire officer or regional fire officer should be complied with, and there should not be any display or use of fireworks.
The management and organisers must display the following advisory:
Section 185 of the Motor Vehicle Act makes drunk driving a crime. The permissible alcohol limit is up to and below 30 micrograms per 100 ml of blood. Anything above that, recorded by a breath analyzer, is a violation.
Those found driving a vehicle in a drunken condition will be booked by the police. In such a case, if any person with a valid driving license accompanies you, he or she must undergo a breath test; if they are found not inebriated, the vehicle will be given to her or him; otherwise, the vehicle will be sent to the police station for temporary custody.
The respondent will have to come to the police station on the next working day along with the original driving license and registration certificate of the vehicle to take back their vehicle. Whenever police issue a summons, they should attend court, and the police will file a chargesheet against them.
