Defense Dialogue: VDC Vice Chairman O. Naresh Kumar Presents Regional Development Proposals to Shri Rajnath Singh



VDC extend our sincere appreciation for the steadfast support provided by the central government, which has been instrumental in driving the economic growth of Visakhapatnam. As the 9th richest city in India by GDP, our achievements owe much to the collaborative efforts in establishing and expanding various public sector units and defense establishments within our city.

However, our progress is juxtaposed against the challenges faced by neighboring districts such as Srikakulam, Vizianagaram, Aruku, and Paderu, which remain economically disadvantaged. Despite our city's success, attracting private investments has become increasingly challenging post the state's bifurcation.

At the heart of Visakhapatnam lies the headquarters of the Eastern Naval Command (ENC), home to critical defense facilities crucial for national security and regional development. These establishments are on the brink of expansion, necessitating financial backing from the central government and land allocation from the state.


To propel the growth of our region and ensure its sustainable development, we propose the following strategic initiatives:

  • Establishment of an Integrated Defense Industrial Estate to streamline procurement processes and attract major players in defense manufacturing.
  • Implementation of a Desalination Plant to address water needs across defense establishments for both domestic and industrial purposes.
  • Development of a Green Energy Park in Srikakulam and Vizianagaram to meet the power requirements of the Eastern Naval Command and its ancillary units.
  • Creation of a dedicated Data Center in Visakhapatnam for exclusive defense purposes.
  • Expedited establishment of pilot/aircraft training units and a water aerodrome to enhance emergency response capabilities.
  • Establishment of an alternate naval support air base and utilization of Bhogapuram airport for maintenance, repair, and overhaul facilities for defense aircraft.
  • Development of high-altitude training facilities for Special Forces and educational institutions to promote physical fitness and education.
  • Creation of an Agri-Defense Park to ensure sustainable food production for defense forces.

These initiatives are aligned with the vision of Prime Minister Shri Narendra Modi for a cleaner, more sustainable future. Implementing these proposals will not only benefit our city and state but also contribute significantly to the nation's economic growth trajectory.
