From Municipality to Major Corporation: The Evolution of Vizag’s Civic Body

Civic Administration Began in 1858

The history of Visakhapatnam’s civic administration dates back to 1858, when a Voluntary Municipal Association was established to address the basic needs of the growing coastal town.

As the city developed through expanding railway connectivity, port activity, educational institutions and commercial establishments, the demand for better roads, drainage, drinking water, sanitation and other public services increased. The municipal administration gradually expanded its responsibilities to meet these growing needs.

Visakhapatnam Becomes a Municipal Corporation

A major milestone came in 1979, when the Andhra Pradesh government upgraded Visakhapatnam Municipality into the Visakhapatnam Municipal Corporation (VMC).

The change reflected the city’s growing population and expanding economic importance. The corporation took on a wider role in managing civic infrastructure and delivering essential services.

GVMC Formed in 2005

Another significant chapter began on November 21, 2005, when the Greater Visakhapatnam Municipal Corporation (GVMC) was formed.

The expanded civic body incorporated the erstwhile VMC, Gajuwaka Municipality and 32 surrounding villages and gram panchayat areas. The merger brought developing residential and industrial areas under a unified municipal administration, enabling more coordinated planning and infrastructure development.

Further Expansion in 2013

GVMC’s jurisdiction expanded further in August 2013, with the incorporation of Anakapalli and Bheemunipatnam municipalities. The corporation’s geographical area grew to approximately 640 square kilometres.

The expansion reflected Visakhapatnam’s growth as a major industrial, commercial, educational and port city on India’s eastern coast.

Managing a Growing Urban Region

Today, GVMC is responsible for providing essential civic services across a large and diverse urban region. Its functions include water supply, sanitation, solid-waste management, roads, street lighting, public health, parks and urban infrastructure.

As Visakhapatnam continues to expand, the corporation faces the challenge of balancing urban growth with reliable civic services and long-term planning.
