Andhra Pradesh to Revise Mobility Plan for Visakhapatnam Metro Rail Project



Centre Requests Updated Comprehensive Mobility Plan for Project Appraisal

VISAKHAPATNAM: The Central Government has requested the Andhra Pradesh government to update the Comprehensive Mobility Plan (CMP) for the Visakhapatnam metro rail project. The CMP, essential for the project’s appraisal, must reflect current needs and projections.

The proposed Visakhapatnam light metro rail project, spanning 76.9 km and estimated to cost approximately Rs 14,300 crore, was initially submitted with a CMP prepared in 2018. The Centre has indicated that an updated CMP is necessary for further project evaluation.

The CMP, a crucial document for the appraisal and approval of transportation projects such as metro rails, Bus Rapid Transit Systems (BRTS), and feeder networks, outlines a multi-faceted urban transport strategy aimed at creating a sustainable, low-carbon, and safe transportation system to support Visakhapatnam's growth. 

The 2018 CMP assessed the city's traffic and transportation needs based on current and projected demands and population growth. It proposed the acquisition of over 2,000 buses (with 700 in the immediate term), two additional BRTS corridors, redesign of streets with improved signage and road markings, and footpath facilities along a 360-km road stretch.


It also included plans for a public bike-sharing system and segregated cycle tracks on a 286-km road stretch, alongside a transit-oriented development plan.

Urban Mass Transit Company (UMTC) prepared the CMP, conducting primary surveys such as traffic and household surveys, and roadside interviews between 2016-17.

UJM Rao, Managing Director of AP Metro Rail Corporation Limited, informed TOI that CMPs typically have a validity of five years.

“The CMP for Visakhapatnam was prepared about six years ago. We have made slight updates as requested and will submit the revised plan to the Union Government. No further major changes are necessary,” Rao stated.

The CMP’s main objectives include integrating land use and transport, enhancing accessibility, increasing public transit use, improving non-motorised and pedestrian facilities, and reducing pollution.

It also addresses investments in public spaces, traffic management, and technology deployment.
