Request for Your Kind Support for Upgradation of the IT Sector in Andhra Pradesh

Hyderabad was transformed into a major IT hub from scratch under the visionary leadership of CM Shri Chandra Babu Naidu Garu. His innovative policies and strategic planning turned Hyderabad into a thriving center for information technology, attracting numerous global IT companies and significantly boosting the local economy.

Now, as Andhra Pradesh embarks on a similar journey of development, we hope for the same transformative progress under his governance. With his proven track record along with your support, we are confident that the new state of Andhra Pradesh can achieve remarkable growth in the IT sector.

We kindly request your support for the upgrade of the IT sector in Andhra Pradesh. The development of a robust IT infrastructure will not only create job opportunities but also drive economic growth, innovation, and technological advancements in the region.

To facilitate this vision, please find some of our suggestions for your perusal:

IT Park Development:

  • Develop a New IT Park: On 23 acres in Hill No. 3, opposite IBM, using the PPP mode. Zero cost entry with no registration, land conversion, municipal approval charges, VLT charges, etc.
  • Convention Centers and HITEX Developments: Allow new convention centers and HITEX city-type developments in the private sector with zero cost entry and a waiver of property taxes for three years until break-even.
  • Capital and Interest Subsidies: Note that Orissa offers a 30% capital subsidy and a 5% interest subsidy on all new projects.

Data Centre Initiation:

  • Prompt Adani: Request Adani to immediately start the Data Centre on land allotted five years ago.

Millennium Tower Utilization:

  • Vacant Space Allocation: The new Millennium Tower, with 3.5 lakh sq ft vacant, should allot 25,000 sq ft each free of cost for rent for three years to the top 10 IT companies in India to start operations immediately with 1,000 employees each.

Vacant Space Allocation:

  • New Companies: Allot 10 lakh sq ft vacant space in Hill 2 and Hill 3 to new companies. The government to offer a 50% rent subsidy.

New IT Policy:

  • Enforceable Terms and Subsidies: Implement a new IT policy with enforceable terms and favorable policies to encourage investment in the IT sector.
  • Clear Past Dues: Clear past dues/incentives.
  • Regular Industry Meetings: Meet the local industry once every quarter.

Finishing School/Training Campus:

  • Major Player Involvement: Request a major player to set up a finishing school/training campus similar to the Infosys IT Mysore campus.

New Skill Development Centre:

  • Focus Areas: Develop a new Skill Development Centre with the help of the central government to teach:
    • Artificial Intelligence
    • Cyber Security
    • Animation/Gaming/VFX
    • Foreign Language Labs
  • Attract Learners Nationwide: This center will attract people from all over the country to Visakhapatnam.

Electronic Cluster Development:

  • New Electronic Cluster: Develop a Sricity-type new electronic cluster near Bhogapuram Airport/Srikakulam new port.
  • Fast Track Development: Fast track the development of the two new ports at Srikakulam and Bhogapuram Airport. The Chief Minister should review progress monthly.

Civil Aviation University:

  • University and MRO: Establish a civil aviation university, MRO (maintenance, repair, and overhaul) of both civil and defense aircraft at Bhogapuram.
  • Training Facilities: Develop a flight simulation/pilot training school and a drone repair/maintenance facility.
  • Integrated Defense Industrial Estate: Create a new integrated Defense Industrial Estate, providing an ecosystem of jobs for mechanical and electrical engineers.

FAB Investment:

  • Chip Manufacturing Facility: Establish a FAB with an investment of one lakh crores for chip manufacturing near both the ports and the airport. Ensure heavy captive power investment for the FAB using renewable energy sources like solar, wind, and pumped storage.

IT Incubation and Supercomputing:

  • New IT Incubation Center: Request the central government STPI for a new IT incubation center.
  • Advanced Computing: Establish CDAC (Centre for Development of Advanced Computing) at Visakhapatnam to bring supercomputers.
  • Internet Infrastructure: Establish an Internet Exchange (NIXI) at Vizag to reduce internet costs and operationalize a submarine landing cable from Singapore for faster internet speeds.

IT Concept Cities:

  • Operationalize IT Cities: Operationalize two new IT concept cities proposed at Rushikonda and Bhogapuram.

Transportation Improvements:

  • Metro Rail and Flyovers: Request the completion of the metro rail and 12 flyovers in Vizag within the next 30 months to attract more IT investments and ensure lower commuting costs and faster travel.

Educational Infrastructure:

  • Reputable Schools: Establish two good schools of international/national repute for the children of IT sector employees to study, thereby motivating employees to relocate to the area as education is a high priority for them.

Tourism Policy and Livability:

  • Comprehensive Tourism Development: Develop a comprehensive tourism policy, including the development of beaches, forest trails, mountain trails, adventure sports, HITEX conventions, Ayurvedic resorts, and multilevel parking spaces, to make Visakhapatnam an attractive destination and a highly ranked livable city.
